PA 26/04346. Development at Coinage Hall Street, Penzance, TR18 4AY – Treveth Development LLP
I have received a large number of communications from constituents expressing variously alarm, consternation and strong opposition to news of a planning application submitted by Treveth Development LLP posted on the planning portal on 3rd July 2026 proposing a variation to the original planning application.
Those concerned about this planning application assert that this weakens the commitment of the developer to deliver genuinely affordable homes and significantly changes the nature of the planning application.
Please see links to statements by one resident expressing concern and a rebuttal from another responding to it, though there is a great deal more comment on social media and through communications to my office.
It appears that the rebuttal has received the assistance of the Developer and the Council, but I still need further information to understand the context in which this exchange has taken place.
In these circumstances I have urged the Council and Treveth to make a clear public statement about the reasons why this fresh planning application has been submitted and why it has been submitted in such a clandestine manner and not in a way which respects the very significant public interest and concern regarding the original planning application for which the Council granted permission?
I’ve also requested advice from Homes England that apparently it was its rulings regarding access to affordable homes funds which has precipitated the need for this fresh planning application. Surely, Homes England would be content with legal undertakings or covenants rather than securing its assurances through the planning system?
Either way, it is quite clear that the Council and Treveth must ensure that it makes a full public statement about why this fresh planning application has had to be submitted, the context, reasons and potential consequences. They should also ensure that the public is consulted and that the planning application itself will need to be subjected to independent review. It would be wholly inappropriate for the Council to simply grant itself planning permission through delegated authority in these circumstances.
